Due to the diversity it is becoming more difficult for law enforcement to know how to handle or have a conversation with citizens of another culture. When dealing with immigrants law enforcement officers will experience difficulties with communicating with them. Multicultural is related to several cultures in society, and in many cultures in some societies educational theory encourages interest instead of mainstream culture. It is very important that law enforcement understand cultural diversity. It is questionable if Sir Robert Peel, developer of the nine principles which is said to organize police departments whether or not would work in present day police activities. The culture concerns in society on the criminal justice system would explain in the community policing based on Peel’s concept of prevention. Many law enforcement agencies have embraced the community policing concept across the country. Its goal in preventing crime and promote better partnerships between police and community. According to Friedmann (1992), problem analysis and problem solving, facilitation, community organization, communication, mediation, and conflict resolution, resource identification and use, networking and linkages, and crow-cultural competency receives special attention and forces agencies to invest in training. In 1855, Robert Peel introduced a Bill, entitled Bill for Improving the Police in and near the Metropolis, later became law and the basis for modern policing. In the early years, many police archives were destroyed and it is not certain if Peel did compose the nine principles are still in use today. The nine principles are described for police to exist is its base mission; dependent on public approval for their actions is determined by their ability to perform their duties; to secure and maintain the respect of the public must secure the co-operation of the public in voluntary observance of the law; the necessity of the use of physical force diminishes proportionately based on the degree of co-operation of the public; do not cater to public opinion when seeking and preserving of public favor by constantly demonstrating absolute impartial service to the law; secure observance of the law or restore order only use physical force to the extent necessary when the exercise of persuasion, advice and warning is insufficient; reality to the historic tradition of the police are the public and the public are the police a relationship should be maintained; incumbent  for every citizen in the interest of community welfare and existence should give it their full attention to duty; never abu se the powers of the judiciary when directing actions towards their functions; the absence of crime and disorder tests police efficiency, no visible evidence of police action in dealing with it. (Larrabee, 2013). The question at hand is would Robert Peel’s famous nine principles to organize a police department work in today’s society. The belief is yes because without having community policing in place citizens in any particular neighborhood would not have trust or respect in the police department. In return not having community policing set in place would end up in more frequent criminal activity along with less crime solving due to the citizens in the community not wanting to help the police. These types of practices are common in more upscale neighborhoods and where the economics are flowing. The other side of the spectrum where poverty and drugs are relevant these practices are very rarely accomplished. In all societies culture is an ever-present element. Over time this term has evolved and continues to be used to describe various aspects of people such as farming, the arts, high society as well as traditions and ideological beliefs amongst different nationalities and social groups. Whether in courtrooms or the mass media culture is always present. Attributed to some people and not others can be defined in various ways, hidden or highlighted. According to the Webster’s New College Dictionary (2008) culture is defined as 1.) Culture directly affects the justice system and its administration practices because in some areas in the United States for example you might have a large population of Blacks, Whites, Arabs, Latino or Hispanics, in a particular neighborhood and it is common knowledge that people are more comfortable with dealing with people of the same race and ethnicity. When you have suchlike areas more pressure is on the justice administration to make sure in those areas they are represented by that same race or ethnicity. A police department that is not represented by the majority, it becomes a major problem in that community due to the lack of knowledge the police have about a certain culture or cultures. Every person is raised in social and cultural environments that have a considerable impact on his or her individual identity, beliefs, values, and behavior. Because individuals are entwined in culture during their life, it is important to expand awareness and understanding of how cultural issues impact systems and operations of justice and security. Police officers and police administration’s lack of cultural competence is an important aspect of conflict between the police and some racial and ethnic groups. The ability to understand and respond appropriately to the multitude of languages, traditions, lifestyles, and patterns of communication of different racial or ethnic groups is called cultural competence. According to the Washington, DC Bureau of the Census (2010), this is a special problem in communities that have experienced significant immigration. Immigration trends are changing the face of the United States. The Asian population has increased by 43 percent between 2000 and 2010, more than any other major race group. With the second-largest numeric change (4. 4 mil ¬lion), growing from 10. 2 million in 2000 to 14. 7 million in 2010. The Asian community gained the most in share of the total popu ¬lation, moving up from about 4 percent in 2000 to about 5 percent in 2010. The new variety of languages and cultures in American cities presents new issues for police departments. Demographics involve a variety of characteristics of specific populations. Characteristics without doubt change over time, are intricately linked to culture, and are reflected in predominant cultural beliefs and values. Demographics, as a reality of dealing with specified populations, have a direct link to cultural issues. Some of the contemporary methods used in societies with mixed cultures by justice administration are training programs on different cultures, views and traditions, hiring of particular race or ethnicity, conducting enhanced methods of community policing to break the communication barriers between citizens and police, enrolled police into language classes, and remind department everyday about how important it is to serve and protect, maintain community trust and respect. America is known as the â€Å"land of opportunity† and approximately 40 million immigrants will travel to and live in the United States. Little is known about how police agencies nationwide work with immigrant communities. The Police Foundation, Vera Institute of Justice and International Association of Chiefs of Police are nonprofit agencies having resources available. (Policing New Immigrant Communities, 2013). These are just some contemporary methods but to ultimately receive the best results, justice administration must be proactive to be able to learn the new trends, ideas, and future threats, and also should have monthly meetings and conferences with community leaders and other police departments to become aware of arising problems due to having these different ethnic groups and societies all living together with each other. Therefore, an adult should never assume that the child’s speech, language and communication problems are due to hearing loss. It may be that the child is experiencing communicating difficulties that are unrelated to their hearing problems because the child may not have acquired the vocabulary necessary to express his thoughts and actions. If the child has a delay in speech development, the child will not understand language spoken to them. The child will develop a range of sound speech inappropriate for their age. The child will not develop use of words and sentences appropriate to their age. The child may use language inappropriately. For example saying phrases that do not make sense in context or repeating chunks of language without any meaning. The child may find it unusually difficult to follow rules or join in conversation by looking, taking turns, sharing, interest in a subject and so on. The child may show frustration and be upset and may withdraw from conversation due to non-fluency in language. Sometimes the parents are very anxious about the child’s speech and then this reflects on the child’s behaviour and development. If an adult observes that the child is non-fluent that continues more than 6 months then the adult have to take serious action and appropriate measures should be adopted because it has been seen that with extra support, the child makes good progress. Speech, language and communication difficulties are common among children. Early identification therefore prevents difficulties later on especially in talking, listening, literacy and making friends.

Brady Brajavich Specialization: does it belong in higher education? Some say yes, because it creates much more intelligent individuals in their respective fields. Others say no, because without the liberal arts, individuals will lack the necessary skills to succeed in today’s work environment. Both sides have well supported arguments, and often when one begins to think they’ve made a decision on which they agree with, they are swayed the other way. After reading, â€Å"Should Undergraduates Specialize? † by Patrick Allit, and, â€Å"Liberal Arts: A Practical View. by Mark Jackson, I have formed my opinion and what I feel like is a suitable answer to the question above. I believe that students should have a choice. If they feel like they’re ready to dive into what they know they want to do, let them. But if the student feels like they aren’t one hundred percent sure, they should be able to take a wide variety of courses that allow them to eventually choose a major to specialize. Patrick Allitt is the author of the essay, â€Å"Should Undergraduates Specialize? † In this essay he compares and contrasts his own experiences in college with those of his college-bound daughter.By comparing the two, he provides evidence to his belief that having the option to specialize as an undergraduate will benefit students. This is shown in his conclusion, â€Å"Students with the right frame of mind thrive on studying diverse subjects until they’re ready, sometimes at age twenty or older, to make a stronger commitment. But let’s get rid of the idea that liberal arts is for everyone. America’s commitment to equality and to universal education is noble and invigorating. But it shouldn’t mean that one size fits all† (Allitt 7).Here Patrick is summarizing his essay, and essentially says that liberal arts may benefit some students, but there is a certain percentage that would prefer to get busy with their ma jor and specialize. Mark Jackson, a graduate from the University of Cincinnati, thinks that all students should take some liberal arts courses to supplement their professional education, but not because they are forced too, but because they want to. Jackson wrote his essay on why he thinks students, â€Å"†¦question the reasoning behind a liberal arts education† (Jackson 233).Jackson stands behind the belief that educating students on why a liberal arts education is important is just as vital as actually teaching them the liberal arts. He says that, â€Å"If educators really want to increase the number of liberal arts courses that each student takes, they must first increase the popularity of such studies† (235). In other words, no student wants to take a class that they don’t see a point for taking. He backs his statements up by using personal experiences. Jackson explains how he had an argument with his high school counselor because he didn’t want to take a third year of Spanish. I was an A student in Spanish II, but I hated every minute of the class†¦ I told him that I took two years of a foreign language so that I would be accepted to college, but that I did not want to take a third year† (234). In response to his argument, his counselor would reply that he needed to be a â€Å"well-rounded student†, which is exactly why Jackson is so adamant in his reasoning. In relation to that response, Jackson wraps up the essay by saying, â€Å"It is difficult to persuade some college students that becoming a better person is an important goal of higher education.Many students want a college education so that they can make more money and have more power† (235). To finish, he reiterates his point; if students don’t see a point in the taking the course, they won’t want to sign up for it. In the two preceding essays, the two authors give their arguments on where they think specialization belongs in t he education system. Allitt states that having a choice on whether or not to specialize as an undergraduate, and not deal with the liberal arts can be a benefit to students.Jackson believes that students should want to take liberal arts courses, and that if educators want students to do so, they have to do a better job of explaining why they are important and making the courses more attractive. A point of common ground for the two authors, based on the previous statements, is that specialization is important. Without it students will be at a disadvantage. There isn’t an exact point of disagreement between Allit and Jackson. They both outline the pros and cons throughout their essays. That being said, there are differences.Allit is more in favor of specialization, â€Å"The early specialization†¦enabled us to learn one discipline really well, to become far more deeply engaged with it than was possible for our American counterparts† (Allitt 6), but at the same time, understands why a liberal education can be beneficial, â€Å"Its (specialization) great and equal drawback was that it forced some students to choose too soon, before they were ready† (6). Jackson thinks that students should want to take liberal courses to complement their vocational studies. Towards the end of his essay, Jackson ays that, â€Å"Students who want to make the most of their college years should pursue a major course of study while choosing electives or a few minor courses of study from the liberal arts† (Jackson 235). I believe that students should have an option to specialize. Being able to dive right in as an undergrad can be hugely beneficial, and allow a student to separate themself from the rest of the competition. The liberal arts can do the same thing. Specializing brings depth of knowledge and a different, higher level of understanding, while the liberal arts allow students to increase the width of their knowledge. The irony of the emphasis bein g placed on careers is that nothing is more valuable for anyone who has had a professional or vocational education than to be able to deal with abstractions or complexities, or to feel comfortable with subtleties of thought or language, or to think sequentially† (Cousins 31). Jackson used this quote in his essay and I absolutely love it. If I had to back up my opinion with any one statement, this would be it. Vocational education is useless without being able to think abstractly and think on the go, while being able to think abstractly and on the go is useless without a vocational education.Personally, I’d take Jackson’s advice: go right into professional studies, but take classes I felt would make me a more attractive hire. I say that because the reason why I’m in college is so I can get a good-paying job to support myself and one day a family. In order for me to do that, I’m going to have to do all I can to distinguish myself from the group. The u niversity has the intention to do that, but it’s damn near impossible for them to know what is best for each individual student. All of my academic career, I’ve been told that I was being prepared for college, and I was, but now I want to put those tools into practice.Being told what classes to take, and what classes will make me a better student isn’t letting me use what I’ve learned, and is suppressing my ability to make my own decisions. In essence, we’re big kids now. We should have to and want to make the big kid decision on whether or not taking a GEO 106 class will benefit us. Guidance is always welcome, and without the help and suggestions from our advisors we’d be lost, especially as freshman, but that doesn’t mean I should have to take a class that won’t help me achieve my life goals. But some students don’t have the know-how or motivation to take necessary liberal classes, so the university has to force studen ts to take them. † My roommate made this point to me while we were talking about my essay, and I imagine there are many others that feel the same way. My response is this, if a student has yet to take responsibility of his or her own academic career, are they really deserving of a degree? If they can’t make their own decisions on something as simple as which supplementary classes to take, how are they going to function once they hit the real world?Or rather when the real world hits them? Another fantastic argument brought to my attention was: how are students that choose to not specialize right off the bat going to keep up with the ones that do? At this point in every student’s life, we need to stop thinking of us as a whole. We are individuals, and just because Rafiki doesn’t know what to do with his life doesn’t mean the rest of us should suffer. I firmly believe that college marks the beginning of adulthood and the toned-down real world, which me ans that we all as students need to take more responsibility for our own lives.Specialization: does it belong in higher education? Specialization can give a student essential skills and an intense education that can help them get the edge on someone else competing for the same job, and the liberal arts only increases one’s attractiveness. Bowling For Columbine is a documentary directed, written, produced and narrated by the controversial Michael Moore. The 2002 film aims to open the eyes of Americans and people worldwide to gun control. The movie is based on the shooting massacre that occurred at Columbine High School, where two students Eric Harris and Dylan Klebold entered their Alma Mater and killed 15 people, also injuring an additional 21 students. The film investigates gun control in the USA and the lack of law and regulation on gun ownership. People have various controversial views on the movie Bowling For Columbine , especially relating to how much of Moore s film is supported by facts. This article will provide an unambiguous view on gun violence in the USA, whilst also seeking to reveal the truth behind the movie and about the persuasive power of documentary. The film positions the audience through the use of convincing techniques to accept the truth set forth in the film, although these issues are very real in the United States. Bowling For Columbine explores various exaggerated representations of the American populous, whilst also bestowing on the audience that there are problems with guns and their second amendment. The filmmaker is superficial with his questions that are pointed, the use of witty, dry and mocking remarks are used in his favour to lighten the fact that it s a movie about people shooting others. From the word go, Moore sets off on his routine prejudice pathway. This included Moore opening a new account at North Country Bank that offers him a gun, whilst asking sarcastic questions like Do you think it s a little dangerous handing out guns at a bank? and not letting the workers give a response. Moore uses such techniques to mock the staff, which helps him achieve his purpose, inadequately proving the truth over the evidence. In addition to Moore s scornful interrogations, he uses music to portray a certain light in the film. A truly touching and upsetting section of the documentary is the montage with What a Wonderful World played over the top flashes are shown of America s decisions in the past relating to war and foreign involvement. The use of Louis Armstrong s song is ridiculing the American government, which makes a suggestion how it isn t a wonderful world , in fact the opposite. The flashing by of the clips of people dying, being shot and interracial foreigners carrying American built guns aesthetically gives the feeling of a mismanaged government. Moore does this to turn his audience from the political leaders to his personal views through making the audience distraught. Furthermore throughout the film it continues on making the audience feel further troubled. This is experienced in the scene when the 911 calls overlay the slow motion video footage walking through the corridors of Columbine High School. Which is intended to position the audience as a first hand student and gives a distressed feeling due to the audience feeling remorse for these dying students. Then it cuts to video footage from the cafeteria on April 20, 1999, watching shots fired, students hiding scared under the lunch tables, bombs exploding, fires starting and students running to get out. This major scene, influences the audience to feel upset and the tone gives a scared feeling, which reinforces the issue of gun control. Following the scene vividly re-living the Columbine High shootings, Moore switches to the then NRA president, Charlton Heston, as he screams his famous five word line From my cold dead hands (Heston, 2002) and waves a gun above his head to a roaring crowd. A voiceover is played which explains how just ten days after the massacre, the NRA held a pro-gun rally in Denver despite the pleas of the community in mourning. Moore pushes this negative representation of the NRA when in fact Heston didn t scream his five words on this occasion; it actually was one year later in Charlotte (refer to picture underneath the column). Also the NRA meeting after the flint shootings occurred 8 months later. Moore uses his power to portray Heston as a villain, through using illusion of reality to converting the audience s perspective. Throughout the first hour, Moore uses an aggressive stance and reasons why America has a high rate of gun related violence, but to meet his intention he contests with a counterexample and provides a description. To start off he states the overwhelming number of guns must be the reason, and then subsequently he states that Canada has about the same ratio of guns, but only a third of the homicides. Moore also discusses Europe in comparison to America s violent history. During the closing scene of Columbine Moore is filmed going to Hollywood to interview and ridicule the NRA president Charlton Heston. At first when asking for the interview Moore appears as a keen and eager fan, then criticizes Heston. During the interview Heston repeatedly pauses and doesn t respond to the question asked, Moore uses these as an advantage to silence his opinion and asks relentless and rude remarks. Moore is a coward for taking advantage of Heston who was in the early stages of Alzheimer s Disease (A brain disease leading to a decrease in mental power). In the end, Heston quickly leaves after getting up and announcing that the interview is over. Moore uses this illusion of reality, portraying the negative NRA stance into the final scene making the audience reflect. After the final scene, Moore uses additional voiceovers providing additional bias. The documentary targets Americans and teenagers throughout the world, especially those who don t have a clear knowledge of why there is so much gun violence. Throughout the film there are bursts of music and loud grasping sounds that are used to grab the audiences attention. Moore uses a series of cleverly edited together loud and shocking clips, which are a combination of visual and auditory footage. This is designed to keep the attention and confuse the audience. Furthermore Moore uses analytical features and prejudicial techniques, which position the audience to accept his point of view over the NRA or Charlton Heston. Moore has been ridiculed for editing to su it his aim, which isn t following the documentary genre. Moore correspondingly marginalises to suit his aim. In the film, it is focused on an anti-gun stance, but there isn t time for pro gun enthusiasts to voice their opinion. Moore repetitively edits out responses to his questions so that it doesn t affect the state of mind he wants his viewers to feel, also mocking people through his voiceovers. Although his techniques are arguable, the issues of which he discusses are of significance. Gun loving is as American as having a pie on thanksgiving, although he shows more opinions antigun related, he doesn t make opinions up for his viewers, he used rhetorical questions which let the audience think about what they are watching. Columbine is a well-organised documentary, which helps raise issues in a political controlled society, and in the end it lets viewers think, which a lot of modern day movies lack.
